Panchkula, June 27

Panchkula Mayor Shyam Lal Bansal on Saturday announced a comprehensive development agenda for the city, including infrastructure projects worth ₹ 38 crore, enhanced sanitation measures, and monsoon preparedness, following his recent official visit to Japan. Speaking about his visit to Japan, the Mayor said the experience had provided valuable insights into civic management and public discipline, which he hopes to replicate in Panchkula.

“In Japan, people carry bags to collect litter and dispose of it properly in dustbins. There are many excellent civic practices that can be implemented in our city,” he said.

The Mayor said development projects worth ₹38 crore would soon begin in Sectors 1, 2, 4, 12, 12A, the Industrial Area, and several other parts of the city. Around 15 to 20 civic projects have already commenced, including the installation of three tube wells, road repairs, sanitation drives, and development works in villages.

“We are working to make Panchkula more beautiful. Sector 5 will be developed beyond people’s expectations, and the city’s commercial center will also undergo beautification,” Bansal said.

Addressing a press conference at his office, Bansal said the Municipal Corporation had begun implementing development works soon after assuming office on 1 June. He stated that councilors across all 20 wards, irrespective of political affiliation, were working together to address civic issues and improve public services.

The Mayor said one of the major challenges faced by the Municipal Corporation was that several civic assets, including parks, roads, and drainage systems, remain under the control of various government departments, including the Public Works Department, the Electricity Board, the Public Health Engineering Department, HSIIDC, and HSVP. However, he noted that the Municipal Corporation often receives the blame for shortcomings in these areas.

Bansal said he had recently discussed the issue with the Haryana Chief Minister, who directed that the concerned departments should eventually function under a unified administrative framework. “The Chief Minister has issued directions, and once the process is completed, work will begin more smoothly,” he said.

He added that the Municipal Corporation had introduced an open public grievance forum and would regularly visit all wards to interact directly with residents. Officials have also been directed to submit progress reports every 15 days to monitor the implementation of development works.

Bansal also announced that a designated dumping site had been established at Patvi, ensuring that waste would be transported there by trolleys rather than dumped at multiple locations across the city.

Referring to preparations for the upcoming monsoon, the Mayor said road and street improvement works were being carried out on a war footing, while tenders had already been issued for key projects. He added that low-lying areas would be cleared before the monsoon to minimize waterlogging.

He clarified that the city’s drainage system currently falls under the jurisdiction of HSVP rather than the Municipal Corporation, but said the issue had been raised with the concerned authorities.

“As soon as the remaining departments are transferred to the Municipal Corporation, we will begin work immediately,” Bansal said.
