Panchkula, June 19

Former Municipal Corporation Panchkula Commissioner and IAS officer Ram Kumar Singh was produced before a court by the Central Bureau of Investigation (CBI) in connection with the alleged ₹79.46 crore embezzlement case. The court granted the agency a three-day remand to interrogate him and gather further evidence.

The CBI alleged that Singh was involved in the diversion of funds from the Municipal Corporation Panchkula’s account maintained at the Sector 32 branch of IDFC First Bank in Chandigarh. Investigators claim the account was opened in violation of Haryana government guidelines and was later used to facilitate fraudulent transactions involving public money.

According to the agency, multiple signed cheques were allegedly handed over to bank officials through intermediaries for the creation of fixed deposits. However, no deposits were created, and the funds were instead routed to shell companies. The CBI has alleged that the fraud was carried out with the knowledge and active participation of the then Municipal Commissioner and other officials.

Officials said the case is part of a wider banking scam involving the alleged diversion of nearly ₹504 crore from several Haryana government departments. The CBI, which took over the probe from the State Vigilance and Anti-Corruption Bureau, has already filed chargesheets against 17 accused and said investigations into the flow of funds are continuing.
