Shimla, April 13
The Joint Action Committee (JAC) of university and college teachers urged the government to implement the Career Advancement Scheme (CAS), while also accused it of delaying promotions and salary benefits.
Speaking at a press conference in Shimla, JAC president Janardan Singh alleged that the Sukhu government has not implemented CAS under the UGC’s Seventh Pay Commission, leaving hundreds of teachers deprived of promotions and financial benefits.
He said the scheme is being implemented in other states but remains pending in Himachal Pradesh, resulting in injustice to teachers. Singh added that many educators are nearing retirement without receiving the promotions they deserve.
The JAC has urged the government to issue a notification at the earliest to implement pay benefits linked to higher qualifications, stating that it is crucial for maintaining teachers’ morale and ensuring quality education.
The committee also warned that it would intensify its agitation if the government did not take a timely decision on the issue.
